Backup appliance obviously can't know what files to keep and what files to push: it can use either temperature bitmap (access metrics) or file age info. Because backup application does know what it does (sic!) it will do smart tearing and not leave reversed incremental backups (for example) w/out critical tails or metadata etc. Backup application was configured to do smart tiering: keep recent (30-60 days) backups on-site and push everything 60+ days off-site to cloud. <= this case is irrelevant in case your appliance just does rsync or whatever with files.
